| On 16.04.2007, in Podgorica, a Memorandum of Understanding was signed between the Ministry of Defence of Montenegro and the Jefferson Institute. Minister Boro Vučinić signed the Memorandum in the name of the Ministry. The Memorandum marks the beginning of the implementation of the project of support to the Montenegrin Ministry of Defence. The Montenegro Democracy Assistance is targeted to support the Government of Montenegro’s efforts to participate effectively in PfP and to develop durable institutional capacity in the Ministry of Defence and the Armed Forces, commensurate with best democratic practices. Assistance will be provided in creating projects and documents in the area of defence and help the development of an organized, transparent and responsible information flow between the Ministry of Defence and the Parliament. This Democracy Assistance Program is financially entirely supported by the Ministry of Foreign Affairs of the Dutch government, through its embassy in Belgrade. The official launch of the project was marked by a press-conference held in Podgorica on 02.03.2007 by the Minister of Defence Mr. Boro Vučinić, H.E. Dutch Ambassador Ron van Dartel, and Director of the Jefferson Institute Aaron Presnall. |
